A government review of energy sector legislation has highlighted that data reporting of energy and carbon schemes is “too frequent, overlapping and can be too onerous” for many companies.
Schemes with such data reporting requirements include the Carbon Reduction Commitment (CRC), the Energy Savings Opportunity Scheme (ESOS), Climate Change Levy exemption schemes and the EU Emissions Trading System (EUETS).
Responses suggested that these schemes each require a slightly different format, and that time is taken away unnecessarily from businesses.
One organisation commented that “a proliferation of complex policy tools requires the same energy to be reported multiple times for different purposes, with different reporting timescales, different schemes, different administrative processes and fees and different prices for CO2.”
Hundreds of businesses responded to the Cutting Red Tape review.
DECC is now consulting on whether the regulations should be updated in order to benefit consumers, businesses and the environment.
Meanwhile, Ofgem and DECC have formed a Working Group to create a more streamlined approach to information requests issued by both organisations.
